In Andrea’s absence, the meeting was lead by Wendy Wilcox (Cornell).

 

Wendy shared emails she received that touched on questions about how rules would be set up that determined circulation. Would there be a hierarchy in which the library could set a sequence of values to override a default value? Our discussion centered on clarifying this concept.

 

We agreed that the following elements would determine the circulation of materials at a given library:

  • Item location (permanent location and optional temporary location)
  • Patron group
  • Material type (format)
  • Loan type (equivalent to the “item type” concept as used in Voyager, but not related to format; an item may have permanent loan type and an optional temporary loan type)

 

Other considerations:

  • A system calendar of open and closed days would be set up separately for each library installation, and would be referenced by the system when determining due dates, fines, etc.
  • A library would be able to set up its own general rules about recalls, days on hold, how fines are calculated, etc. (“library circ group” policy definitions)
  • The Loan Type would be defined as a loan period, perhaps with other attributes affecting fine rates, notices, grace periods, renewals, etc.
  • The term “Hold Shelf” should not be thought of as a location; it is more of a processing status (“On Hold Shelf”) than an actual location
  • There will always be a default circulation rule that would apply in the absence of a defined rule for a given combination of location/patron group/material type/loan type
  • It will be possible to define only the circ rules that a library thinks it will need; the default rule will take care of gaps, should they appear
  • The desk operator will be able to override a due date if needed, on a circ transaction basis. The rule itself could be modified by those who are authorized to do it.

 

Filip will search for the spreadsheet that outlined factors in the creation of circulation policies. He will share with the group and we will discuss it at our next meeting.
