Title level ongoing order details

Problem(s):

Users are not able to add or remove POLs from open ongoing orders. Often times the titles related to larger ongoing orders will fluctuate over time.
An order is "renewed" at the PO level, but often times specific titles will cease or be canceled by a vendor, while the rest of the order remains open. Meaning Libraries don't always want to renew an entire order and they don't want to create an entirely new order every time this happens

Requirement	Status	Use cases
	PENDING	The titles being acquired on larger ongoing orders will fluctuate over time. Some may be ceased or be canceled by a vendor for a variety of reason while the rest of the order will continue to be fulfilled. Also new material may be added (ie. new POLs)
	PENDING	External systems like EBSCONET manage renewals on a title by title basis. Meaning each has a unique subscription period and renewal date. Invoices generally reflect the subscription periods while the order denotes the renewal date
	PENDING	Orders will renew multiple times over many years. This often coincides with specific updates to the order details. Understanding what changes happened and when contributes to the libraries acquisitions knowledge and informs purchasing decisions moving forward.
	PENDING	When orders are renewed notes are often captured with specific reference to the renewal or "Non-renewal" decision. These decision are often made on a title by title basis.

Only certain ongoing order details would still appear at the PO
- Review period
- Review date
- Notes

PO ongoing order details would include a list of fiscal years in which this order has been open (TBD)
