Independent acquisitions units for ordering and receiving

Problem(s) to be solved
Acquisitions units exist to allow for independent and isolated ordering, receiving and financial management in FOLIO instances involving multiple organizations that require fiscal autonomy (e.g. independent main and law libraries on a single campus). Currently, an order placed within an acquisitions unit can only be received within that same acquisitions unit. Occasionally, a single acquisitions unit may order on behalf of multiple acquisitions units, and there needs to be a mechanism for retaining the financial and ordering isolation while allowing designated other units to receive.
Example: University maintains separate acquisitions units for Main and Law libraries. Main library orders and pays for 2 copies of a journal, one of which is designated for Law. Currently, the Law library is unable to receive its copy in FOLIO because it is in the wrong acquisitions unit. Main wants to order from within its own unit but allow Law to receive its own copy within FOLIO.
