Review ERM definition of "consortia"

"A consortium is an organisational body which represents a group of libraries. In reality this can take the form of a specific organisation that acts on behalf of a group of libraries/institutions, or a group of libraries/institutions acting together with any coordination being undertaken through organisations or personnel involved in the consortium rather through a separate organisation. This latter type of coordination can be achieved via personal contacts and informal agreements but usually there has to be a group of people to organise and administer these processes and avoid duplicate activities."
