FOLIO Module Approval Process and possible MOU

New FOLIO Modules approval process with MOU agreed at 2024-05-13 Community Council Meeting Notes

“Once the module(s) are approved by the Technical Council, the module contributors will need to reach out to the Community Council, who will, at their option, supply the MOU detailing their commitment. The FOLIO SMLLC will supply MOU and store the final results. The Community Council will manage the renewal of the MOUs as appropriate. “

Outstanding question from PC

• How does the CC want to be informed about new modules and the state of the procedure?

  • CC review: after the TC approves it

  • Review the last year by CC as well (last one or two releases)

  • Follow up: how to review by CC → topic for next meeting

    • see process as an enhancement - not a “go / no go”

    • Mike will ensure the follow up, maybe we need a subgroup to get this done

Discussion:

• @Kristin Martin notes that CC have not been involved in the approval process so far, do we want to be involved in future reviews? @Mike Gorrell asks whether there is a good part in the process. @Kristin Martin notes that there is a Jira and if the CC chairs get notified/included then can add to CC agenda

• @Christopher Spalding: Suggestion that MOUs should be incleded in the repos of the code involved, demonstrating commitments

• @Maccabee Levine: The TC's Jira board for new module evaluations: https://folio-org.atlassian.net/jira/software/c/projects/TCR/boards/72 and can probably also get alerts

• @Kristin Martin notes that PC have been thinking of MOU as the last step, after the module is approved, but perhaps no harm in these going in parallel. Here's the PC's list: . Evaluation process is documented in

• TC approval is dependent upon PC review. Per previous CC discussion, MOU approval is not a requirement in the process

• @Boaz Nadav Manes note that there is marketing angle so having the process clearly available and articulated is useful

• AGREEMENT that CC chairs will coordinate with other co-chairs to ensure that we are informed and can bring items to the CC

Application Formalization (Eureka)

First RFC was approved , group will meet biweekly over the summer

• Ian Ibbotson is rolling off CC and can no longer be liaison, is anyone else able to?

Discussion

• Craig and Vince have submitted abstracts for 3 other RFCs, some discussion about whether to combine into fewer but not decided

• @Mike Gorrell notes that community will have to engage in transition to Eureka, not sure there are CC items now

• @Christopher Spalding suggests that @Craig McNally might able to give updates to CC as a better alternative to having a CC liaison

• @Kristin Martin says that @Craig McNally has suggested that Eureka may be available with Quesnalia

• Meetings are Wednesday 1pm ET, @Mike Gorrell will try to join and will serve as CC liaison
