Goals
address RM concerns about reliance on Inventory (we don't want to force reliance, but do want to allow for interoperability)
propose name other than "Local Package" (that supports the above) – use of the word package across multiple apps creates ambiguity and confusion
confirm the elements needed both for Inventory use cases and cross-app interoperability
