Point 3 and 4 of: Technical needs met when standing up FOLIO installs

Work continues on "platform-minimal" . This has been more and more of a pressing need, as the complexity of standing up Folio has greatly evolved over the past 2 years.
The security group was looking at the bootstrap process, and how modules connect to the DB (needing a superuser, password injection, role creation, etc...), but I haven't seen any updates on that since the log4j and other vulnerability issues from modules popped up last Dec.
