Adding or Removing Tenants

Problem(s):

Different consortia models will use tenants to represent different entities. In order for these systems to be capable of adapting to changes in the composition or size of the organization, it will need to be possible to add or remove tenants

Requirement	Status	Use cases
	VERIFIED	A new library approaches there consortia and would like to be added to the list of membership. This library is migrating from their current ILS to FOLIO
	VERIFIED	A new library approaches there consortia and would like to be added to the list of membership. This library is currently running FOLIO but would like to be fully integrated to take advantage of the collaboration and cost sharing features.
	PENDING	An existing library would like to be added to the list of membership. This library will be breaking away from an existing library in the system.
	VERIFIED	An existing library would like to be removed from the list of membership. This library will continue running FOLIO but no longer wants to take advantage of the collaboration and cost sharing features.
	VERIFIED	An existing library would like to be removed from the list of membership. This library will be migrating to a new ILS.
	PENDING	An existing library would like to be removed from the list of membership. This library will be merging with a another managed library.
		Library needs to change tenant structure to accommodate new integrations or something tangential to core library operations
		This is incredibly powerful functionality and must be tightly controlled by system permissions
