Declare lost

• Decided that replace copy is method of paying fines & fees - needs to be available from fee/fine history
• If an item is declared lost, stays on patron's account as open loan until the bill is paid (through any method: replace copy, waive, payment, transfer)
• Needs to be a way to process something that comes back even when a lot of time has passed

Claim returned

• Suspending fines (e.g., if the item is grossly overdue & has been billed) keeps them around while pretending they don't exist
• If a fine has already been sent to the bursar, credit their account
  • the loan would have closed; would be nice to have a way to re-open it (without checking the item back in)

Inactive user

• System currently prevents checkouts; should it create a modal or allow for override?
