Lender selection

The functionality of ECS Requests is about enabling FOLIO's built-in cross-tenant circulation. A key task of this functionality involves identifying tenants that possess copies of the requested instance and then selecting a lender among them, i.e., a tenant where an item will be requested for request fulfillment. The diagram below illustrates the current implementation of the lender selection algorithm, as well as potential opportunities for its enhancement.
