After discussing with Craig I am updating the release target of this feature. The Eureka team will not have capacity to complete the necessary dependencies for Sunflower.
Consortia managers need the ability to define and manage policies, along with the ability to share and/or save these policies with member tenants/libraries.
This should be a component of Consortium Manager
