Consortium admins need the ability to compare directly how a role in one member tenant compares with that same role in other member tenants with regard to capabilities. Similarly, consortium admins may need to perform direct comparisons of specific users' capabilities in order to troubleshoot capability errors or more effectively get new staff users configured.

For purposes of this Feature, either role comparison or user comparison will suffice.
