Description:
It is possible to add additional member tenants to the system. Adding a library includes providing that new member with a standard configuration, such that the instance of FOLIO is functional but can be customized further moving forward.

Questions:

1. When Adding a tenant will we need to support adding tenant that contain data or just adding “empty” tenants?

   1. Adding a tenant to the system that already contains data. A FOLIO library joins a managed FOLIO system with ECS enabled

   2. A new tenant is created to house a new library or business unit and data will be migrated in after it is registered with the central tenant
