Wire and Translate Items App Into German

Purpose: To wire the items app up to the new translation mechanism so that we can change the locale setting in Settings > Org and see that the labels in Items are updated and display in German (more languages will follow).

Acceptance Criteria:

• Wire up translation mechanism so that all labels and fixed menu values (non library-defined controlled vocabularies) are translated when new German is selected in Settings > Org

• This should include an settings related to Items in Settings
