Purpose: To wire the Settings > Circulation pages up to the new translation mechanism so that we can change the locale setting in Settings > Org and see that the labels in Items are updated and display in German (more languages will follow).
Wire up translation mechanism so that all labels and fixed menu values (non library-defined controlled vocabularies) are translated when new German is selected in Settings > Org
