Wire and Translate Org Settings Into German

Description

Purpose: To wire the Settings > Org pages up to the new translation mechanism so that we can change the locale setting in Settings > Org and see that the labels in Items are updated and display in German (more languages will follow).

Acceptance Criteria:

  • Wire up translation mechanism so that all labels and fixed menu values (non library-defined controlled vocabularies) are translated when new German is selected in Settings > Org

Closing Won't Do. Once Localise is up and running, we will collect translations that way. That work will not be tracked in our development backlog.
