Wire and Translate Users App Into German

Description

Purpose: To wire the users app up to the new translation mechanism so that we can change the locale setting in Settings > Org and see that the labels in Items are updated and display in German (more languages will follow).

Acceptance Criteria:

  • Wire up translation mechanism so that all Users applabels and fixed menu values (non library-defined controlled vocabularies) are translated when new German is selected in Settings > Org

  • This should include any settings related to Users in Settings

The error messages are are not related to the translations. They always pop up during the first access after updating the vagrant box.

P.S: I'm not able to set the tickets wokflow to "Closed - done".

The new translation online at https://folio-demo.gbv.de/ looks good now .
But when logging in to folio, there are showing up some error messages now. I'm not sure if they have to do something with the new translation? (see messages 1 and 2 attached).
The messages do not detract from working with folio.

The missing translations in the view mode of proxy/sponsor is a separate issue: https://github.com/folio-org/ui-users/pull/381

I have noticed that the german translation in the proxySponsor-Section does not show up consequently. while english terms are showing up in the user detail overview, the german translation is used correctly in the editing mode for users. (see screenshots)
