Adds instance level action (3rd pane) “set record for deletion”
New permission - Inventory: Set records for deletion

Looking into this now. For now can edit instance and SRS still. Can manually undo most aspects of the action.
SRS changes not accessible in UI would need to be changed via API
Looking into syncing for Ramsons. Right now discovery suppression in instance and SRS or not connected.
