Preconditions:
1.  Snapshot env is opened
2. Settings app opened
3. Users selected
4. Manual charges selected
5. Fee/fine owner selected to add manual charges for
6. "New" button clicked
7. Fee/fine type entered
8. Click on the Save button
9.  Observe result

Expected Results: "Manual charges" page appears for the selected "Fee/fine: Owner"
Actual Results: "Something went wrong" message appears when creating a new manual charge
Notice: We observe the same behavior when creating: Owners and  Payment methods
