Move reusable hooks from ui-consortia-settings to stripes-core

Description

Move useCurrentConsortium, useTenantKy, useTenantPermissions and useUserAffiliations hooks from ui-consortia-settings to stripes-core because they can be used in ui-consortia-settings and ui-inventory as well.
