Update on CP team stories

@Jakub Skoczen brought us up to speed on the latest wrt MODPERMS-157: Check assignment permissions for operating userClosed and related stories

@Axel Dörrer  volunteered to look into FOLIO-3317: Spike - investigate possible file upload vulnerabilityOpen and create spikes for modules which might be affected. (Thank you Axel!)

@Julian Ladisch walked us through a few of the SCRAM-SHA-256 issues and we did some organization of those issues so it's more clear what the hierarchy is and who's responsible.
