Questions- if there is a SIG without a PO, can a SIG convener take over the PO rank?

- if there is PO, there is no one to define the dev work
- but the rank can stress the importance
- for the voting within a SIG: do we need a weighting for small vs. larger institutions?

- in SIG voting people should vote as SIG members, in institutional voting as institutional members
