Create a MARC authority record via quickMARC UI

Purpose: Catalogers need a way to create a MARC authority record via the quickMARC UI to support original cataloging workflows .

Use cases: As a cataloger, I need to be able to create new authority records so that I can:​

1. Create headings that more closely align to the mission/objectives of my institution (locally created/managed)​

2. Create headings that do not yet exist in external databases​

   1. Create records to distribute to other libraries as part of a standard database (as the distributing agency)​

   2. Create records to contribute to a standard/external database as part of cooperative cataloging (as the contributing agency)​

   3. Create records for eventual replacement by external record​

In scope

• Ability to create new MARC authority record from quickMARC, access point = MARC authority app

• Maintenance of authority source files / HRID generation per tenant configuration

• Default MARC authority field values to populate quickMARC UI

• Default MARC fields to populate once record is created

• Required MARC authority fields to create a MARC authority record via quickMARC UI 

• New permission for creation of authority record

1. Ability to configure local authority files​

   1. 001 prefix + starting number​

   2. Authority file name​

2. Ability to create authority records for an external file​

3. Ability to create new authority record via UI​

4. Ability to select which authority file to add the new record to (i.e., specify 001 generation instructions)​

5. Ability to configure which files users in the tenant(s) are able to select from when they are creating a new record

6. ECS/multi-tenant support:

   1. Promote local authority to shared - Feature: UXPROD-4472

   2. Configuration of authority files in central tenant

   3. Ability to select from authority files when creating a new MARC authority

   4. Creating a new MARC authority from the central tenant automatically creates a shared record

   5. Creating a new MARC authority from the member tenant automatically creates a local record
