Display error message if attempt is made to pay fee/fine but no Payment Methods exist for Fee/Fine Owner

Description

When a payment is being made, the user is required to select a Payment Method. If no Payment Methods exist for the Fee/Fine Owner, display an error message as shown in the attached mock-up No-Payment-Methods.jpg.

The code fix for this was merged with https://folio-org.atlassian.net/browse/UIU-1073#icft=UIU-1073 and https://folio-org.atlassian.net/browse/UIU-1074#icft=UIU-1074 as part of PR #1215. Holly is marking this issue as a duplicate given no code was released as part of this JIRA (https://folio-org.atlassian.net/browse/UIU-929#icft=UIU-929). This fix was tested at https://folio-snapshot.aws.indexdata.com/ and does work as expected. Thanks!
