Display error message if attempt is made to transfer fee/fine but no Transfer Accounts exist for Fee/Fine Owner
Description
When a transfer is being made, the user is required to select a Transfer Account. If no Transfer Accounts exist for the Fee/Fine Owner, display an error message as shown in the attached mock-up No-Transfer-Accounts.jpg.
ALSO: Change Transfer Account field label to Transfer account (also shown in attached mock-up). I noticed that this is correct at https://folio-testing.aws.indexdata.com
Pay Fee/Fine Modal: No Payment methods exist for Fee/fine owner Waive Fee/Fine Modal: No Waive reasons exist Transfer Fee/Fine Modal: No Transfer accounts exist for Fee/fine owner
If only one message is allowed for all three, then display this message for all three... No options exist in Settings: Users
