On SNAPSHOT, the "Lost items requiring actual cost" processing page does not save DO NOT BILL action

Description

Overview: Unable to save DO NOT BILL entries because CONTINUE button is not active.

Steps to Reproduce:

  1. Log into SNAPSHOT as an admin user

  2. Check out an item to a patron that bills ACTUAL COST when the item is DECLARED LOST

  3. Go to LOAN DETAILS and select DECLARE LOST for the item

  4. Open "Lost items requiring actual cost" processing page and click on the DECLARED LOST filter

  5. Select "Do not bill" from the ellipsis option.

  6. Enter "Additional information for staff"

Expected Results:
CONTINUE button then becomes active

Actual Results:
CONTINUE button does not become active (as shown in attached screen print Do-not-bill-error.jpg)
