Update Users app to use <ControlledVocab> rather than <AuthorityList>

Manual test in FOLIO test http://folio-testing.aws.indexdata.com/ version @folio/users 2.10.100024, using Chrome.

I just tested: Settings > Users > Address Type - CRUD ; Settings > Users > Patron Groups - CRUD ; and created a new user (username: cha) who used a new Address Type, and a new Patron Group. All looks good, and I'll close the issue as done.

Moved to IN-REVIEW state, so and can verify that Address-Types and Patron-Groups maintenance still work after folio-testing has been unfrozen.

Now merged.
