When config.showPerms is true, show the True Names of users' permissions

Description

This brings the user-permission display in line with that of the permissions available to be added.

Once I have this, I'll be able to get to the bottom of the duplicated-display-name "Settings (Circ): Can create, edit and remove loan policies" permissions.

(It doesn't appear on folio-testing yet, but I assume that's just because it's not yet been unfrozen after yesterday's demo.)
