"Anonymized" incorrectly appears in field LOAN DETAILS on Fee/Fine Details page for fee/fine not associated with a loan

Description

Holly recently asked for a change to be made so that the "View" link only appears in the Loan Details field (of Fee/Fine Details) when the loan record is still available. After the loan record has been "scrubbed", the word "Anonymized" should appear instead. This part works, but the word "Anonymized" is also showing up for fees/fines that are not associated with a loan. In other words, there wasn't anything to anonymize. This is very confusing for the user.

To reproduce this error, simply charge a manual fee/fine to a patron and do not associate it with a loan. Then go to the Loan Details page for the fee/fine. I have attached a screen print showing this error.

Instead of displaying the word "Anonymized", a hyphen should appear like it does for other blank fields.

Manual test in Bugfest Kiwi.

Verified that now is the word "Anonymized" no longer displaying at the Loan Details page for the fee/fine if the item is not associated with a loan. A "-" dash is displaying as for any other empty fields.

, what about the scenario where a fee is associated with an item but not a loan, i.e. when a fee is manually applied to an item on check-in? In this situation, the accounts record will include the barcode and itemId but NOT a loanId, thus making it indistinguishable from a fee attached to an anonymized loan.

: We are saving the item information (including the item barcode) in the Fee/Fine record when it is created if the fee/fine is affiliated with a loan. If there is a barcode in the F/F record, the fee/fine is affiliated with a loan. If not, it isn’t. I just realized that this ticket should have gone to Vega. If you agree, please reassign it to them. Thanks.

, how can we tell the difference between (A) a fine that was never affiliated with a loan and (B) a fine that was affiliated with a loan but isn't any longer because the loan has been anonymized?
