Description

Requirement: On a new or edit record, move focus to first field

Acceptance Criteria
If I click the New button
Then focus should go to the first field on the create a new user form

If I click the Edit button
Then focus should go to the first field on the edit a user form

"Edit record" - do you mean user record?
