Designate a plugin insertion point for SSO login interface

Description

In order to allow the user to login via an SSO IdP there have to be a "login via SSO" link on the login page. It was mentioned that Stripes plugin functionality could be used for this, however someone have to prepare a "plugin insertion point" for this.

Update: Actually we decided not to use plugins just a button will be placed on the login page. The button will show up only if SSO is configured properly.

FYI: Stripes plugins are described at https://github.com/folio-org/stripes-core/blob/master/doc/dev-guide.md#plugins

You can see one in (in)action in Settings -> Developer -> Plugin Test
And you can configure the preferred plugin in Settings -> Organization -> Preferred plugins
