Provide active tenantId in request payload for Bind pieces endpoint

Description

Purpose/overview:

When central ordering is enabled we should be able to bind pieces for both selected segments: Central tenant and Member tenant.

Currently Bind pieces work only for the Central tenant segment.

Note: when we have ECS env without central ordering enabled and so do not have any segments in Receiving - Bind pieces for member tenants works as expected.

Solution: UI should pass what is active segment(tenantId) for Bind pieces endpoint
