Edit piece: Present "Delete or Keep Holdings" modal when receiving location is changed for piece

Description of issue:

https://folio-org.atlassian.net/browse/UIREC-181 introduced a modal to allow a user to delete empty holdings resulting from a changed holdings location in Receiving.

Testing in Orchid, Poppy, and Quesnelia Bugfests show that the modal is no longer appearing when a changed receiving location leaves another holdings record empty.

Reproduction steps:

  1. Log in to https://bugfest-quesnelia.int.aws.folio.org/ using folio_admin permissions.

  2. In the Inventory app, click Actions > Import and import LCCN 2019012345 using the Library of Congress target.

  3. From the new instance, select Actions > New order.

    1. Vendor = Amazon

    2. Order type = One-time

  4. Add a POL.

    1. Location = Acq Mono

    2. Receiving Workflow = Synchronized

    3. Inventory interaction = Instance, holdings, item.

  5. Open the order.

  6. On the POL, click Actions > Receive.

  7. Select the Title

  8. Click on the Expected piece

    1. (OR click Receive in actions menu)

  9. Update the holdings location of piece to another location (not the one selected in step 4a).

  10. Click save and close.

Expected results:

A modal appears indicating that the original holdings record is no longer associated with items. User can select to keep or delete the empty holdings.

Actual results:

No modal appears. The item is moved to the new holdings record and an empty holdings record remains on the instance, associated with the location on the POL.

please describe user flow how it should look like for the full screen receiving view. It will require additional design work to resolve, thinking we can move it to Sunflower

in snapshot, it appears that the modal appears following the steps that Molly presented above. If instead you go to the Actions menu the Receive (next to Expected) while in the receiving app record, scroll to the right and change the location on the expected piece, the modal does not appear to ask if the user would like to keep or delete the empty holdings. The behavior is different in Quick Receive than in the receiving screen that appears navigating through the Actions menu.
