User with permission cannot save "Pickup locations" settings.

Description

Overview: User with permission "Settings (inn-reach): All INN-Reach settings: CRUD" cannot save "Pickup locations" settings.
Steps to Reproduce:

  1. Log into FOLIO environment as User with the "Settings (inn-reach): All INN-Reach settings: CRUD" permission.

  2. Go to Settings > INN-Reach > Circulation settings > Pickup locations.

  3. Click on the "Central server" field.

  4. Select central server from the list.

  5. Change the checkbox "Enable local pickup locations for item holds".

  6. Click "Save" button.

Expected Results: Success message "Local pickup locations updated successfully" appeared. The "Save" button has become inactive. The set value is saved in the checkbox.
Actual Results: Error message "Unable to updated data due to a module error. Please try again. If a problem persists please contact your system administrator" appeared. The "Save" button remains active. The set value of the checkbox is not saved.
