UX: Improve layout of Actions menu on Item record

Description

Purpose:

User story statement:

As a staff person looking at the Actions menu of an item record
I want to see a better presentation of the options
so that I can more quickly find and choose the one I am interested in.

See mockups in my comment based on input for the MM-SIG on 12/1/2022 showing the updated display of Action menu in Instance, and also an improved display of the Item action menu, with a new subheading "Mark as".

Note, we are not doing a sub menu labeled Actions.

With that build problem resolved, the change is definitely visible now on snapshot.

Not sure if I'm testing this too early, but in the latest version of FOLIO Snapshot, then I can not see the new change.
