Pull availablePermissions down into <UserPermissions>

Description

The <UserPermissions> module now obtains the userPermissions data for itself – see https://folio-org.atlassian.net/browse/LIBAPP-147#icft=LIBAPP-147 – but for historical reasons it still gets availablePermissions passed down into it. It should handle both for itself.

Talking with Jeremy, I realise he is also working in this area (https://folio-org.atlassian.net/browse/LIBAPP-83#icft=LIBAPP-83) and that his changes and mine will conflict. As a result I am stalling the parts of my work that relate to the <UserPermissions> component until he is done. So this is presently blocked on https://folio-org.atlassian.net/browse/LIBAPP-83#icft=LIBAPP-83.
