Ensure proper work of flow control in multi-instances and multi-partitions envs

Description

Previously Flow control feature has been tested with env with single srm instance and single partition envs and it worked good.
Now need to test if and make adjustments to work when multiple instances of srm exist, and when topics configured with multiple partitions.
From the first test results from perf env where 2 instances and 2 partitions configured its necessary to make some adjustments in flow control feature.
Need to make sure that flow control works correctly when:

  • 2 instances of srm and 2 partitions of DI_COMPLETED/DI_ERROR topics configured

  • 2 instances of srm and 1 partition of DI_COMPLETED/DI_ERROR topics configured

I checked functionality on perf rancher, everything looks good, after fix there is no performance degradation any more, so we can close this ticket
