[Locate testing] Request in data tenant is not cancelled via API

Description

Request in data tenant is not cancelled via API, only in Central tenant

/patron/account/hold/{holdId}/cancel

Environment:

Preconditions: Created ECS request

Steps to reproduce:

  1. Using postman executed next request(example): https://edge-eureka-bugfest-ramsons-consortium.int.aws.folio.org/patron/account/locate/hold/dd84339f-82da-478a-8fd2-fa3377a22ba5/cancel?apikey=eyJzIjoiYm5PUWN4dVZabyIsInQiOiJjczAwMDAwaW50IiwidSI6IkVCU0NPRWRnZSJ9

Actual result: Request in Central tenant is cancelled. Request in data tenant is not cancelled

Expected result: Both request are cancelled
