[Eureka ECS] Unable to place a request on the same title after cancellation

Description

  1. Place a request on a title via edge patron

  2. Log on to FOLIO and cancel the request or you can cancel via edge patron as well

  3. Place the same request again. This results in a timeout

The issue was resolved as part of . There was a problem with canceling ECS requests in mod-patron. After implementing the fix, new requests for the same title are now being created correctly
