Implement the capability to send the modified state using a transactional outbox for Piece

Description

Overview: 

To provide functionality for extracting the status change history for a Piece, with the foresight that it might be needed to display the change history for the entire schema in the future.
 
Approach: 

  • Need to rewrite AuditOutboxService more generic

  • Replace PgUtil with PostgresClient.withTrans method in PieceAPI controller
