Add claiming checkbox to POL details

Description

Overview: Claiming is not required for all orders. This will allow the user to indicate whether it is needed for this order or not. (Must identify default behavior)

Scenarios:

  1. Claiming active toggle appears on POL

    • Given the user has created a PO

    • when adding a POL

    • Then user can toggle "Claiming active" for the POL in POL details accordion as true or false

  2. View claiming active toggle on POL

    • Given the user has created a PO

    • when viewing a POL

    • Then "Claiming active" field is displayed in view pane in POL details accordion as true or false

For now the default can be "False". However, users should be able to use the order template to control this as well.
