Does not save POL after unopen an order

Description

Overview: After unopen an order it is possible to create a new POL form but it does not save
Steps to Reproduce:

  1. Log into https://folio-goldenrod.dev.folio.org/

  2. Open Settings/Orders: set max number of POLs > 1

  3. Open Orders app

  4. Create an order

  5. Create a POL

  6. Open the order

  7. Unopen the order

  8. Create a 2nd POL

  9. Try to save this POL

*Expected Results: 2nd POL after unopening the order can be saved

*Actual Results: 2nd POL after unopening cannot be saved

it looks like back-end issue, I reproduced this on thunderjet-ci env, here is the link to particular order and the error response:
