Order will not reopen after being unopened

Description

How to reproduce:
Login to folio-testing
create order
create order line
AND Manually add pieces for receiving equals false
Open order
Unopen order
Click action menu
Click open order

Actual: Loading dots appear but nothing happens to the order. Order workflow state dose not change

Expected: Order workflow state is changed to open, pieces/items and encumbrance are edited/create if needed.
