When user updates authority heading via quickMARC, randomly bib records are duplicated. One with updated heading and one with previous heading

Description

National Library of Australia (NLA) is also reporting the following issue with Poppy

  1. Update a MARC authority heading that is linked to several MARC bib records.

Expected outcome: All linked bib fields are updated

Actual outcome: Randomly, duplicate bib records are created. One contains the updated heading and the other contains the old heading. As a result, user cannot edit record since it is the same UUID.

Will create another issue for the following issue
"Hi @Khalilah Gambrell , we definitely still have a problem, however it has changed in how it is presenting. Duplicate records are no longer being created, but records are not being updated by the Automated Linking process at all. For example, an authority heading that was updated last week that has 177 bib records attached, less then 100 of them actually updated. The same heading had the same problem in our Test system. Our production system is now Quesnelia SP3 and our Test system is now Quesnelia SP4, but both have the same issue."

Will remain blocked until the script to address https://folio-org.atlassian.net/browse/MODDATAIMP-1058 is deployed and verified that this issue no longer exists.

Hey - the issue is intermittent. Sometimes occurs when it is just a handful of bib records linked.
