UI: Settings Page: Basic Layout

Description

Purpose: Create the UI component for the Settings page

  • Layout for Settings page/panes with particular focus on what's needed to navigate to Settings > Users > Patron Groups

  • Search and setting type selection are out of scope for this story. If non-functional page elements can be omitted without breaking the design, let's do that. If that proves difficult, we can display them (but have them be non-functional).

The files/layout have been pushed to our repo, but there's still more work to be done by the dev team to get the settings 'system' up and running - it has to be linked to the top navigation and made to collect/connect to the settings pages of installed modules.
