Move the "Agreements, E-resources" menu options to the "Search & filter" panel

@md331 Good question, I think the filters should be retained, like they are in e-holdings. Plus this is how the filters work currently for Agreement and E-resources so we're not changing behaviour.

@Gill Osguthorpe, should the filters reset to their default selections each time a different tab is selected like the way Orders does?

Side note: Would the list of filters change or stay the same depending on whether Agreements or E-resources is selected?

That's relevant because I've filed https://folio-org.atlassian.net/browse/STSMACOM-203#icft=STSMACOM-203 to add the functionality required to implement https://folio-org.atlassian.net/browse/ERM-236#icft=ERM-236, so I want to withdraw that ticket if we're not doing https://folio-org.atlassian.net/browse/ERM-236#icft=ERM-236.
