Overview:
For items that are lost, the fee/fine owner of the lost fee(s) should be the location that "owns" the item. In https://folio-org.atlassian.net/browse/CIRC-852#icft=CIRC-852 (charging aged to lost fees), Holly erroneously identified this location as Holdings location: Permanent, when it should have been Item location: Permanent. The developer used Effective location for item, which is what we use for overdue fines, but not for lost item fees.
Important Note:
Use Item location: Permanent :check_mark:
If Item location: Permanent does not exist, use Holdings location: Permanent :check_mark:
If Holdings location: Permanent does not exist, use Effective location for item
