Make material type optional

Keep material type mandatory

1 | Material type is required by and is mandatory for institutions that use material type in their circulation rules. Other institutions that don't use material type can delete all material types except the "Unspecified" type. We only need to add an "auto-fill and hide" feature: If the software detects that there's only a single material type it automatically populates the material type field with it and hides it in the UI. | OPEN | 2024-05-27 | ||
