User needs to have Inventory permissions to access holdings records on this member. At least one of the following permissions need to associated with the user:

Inventory: View, create holdings

The Central tenant permission for exporting instances, holdings and items with a custom mapping profile are handled as described in

Data export: Can upload files, export, download files and view logs
In Consortium manager a user can see only export jobs for members that the user is affiliated with.
