Bucket for performance improvements for the Sunflower release.

Goals of improving the performance when:

1. Working in ECS environments with large datasets

2. Creating (or refreshing) lists of records

3. Directly querying FQM endpoints

4. Exporting lists

Potential scope includes:

• Identifying and utilizing indexes on more fields when possible

• Reduce time waiting for an exact record count (implementation TBD, but could potentially include workflow changes to allow the user to save a query without waiting for a final record count)

• Providing more detailed information as a query progresses

• Investigation into using mod-search and elastic search (no implementation is considered within the scope of this feature)
